This is a brand new still in unopened plastic complete with the instructions it is made from what appears to be a rough textured material, it seems to be very thick, and has a drawstring with a push button slide that locks the cord in place. I suspect it will also fit a power chair. This is for a scooter and the size is 61'l x I checked the web and these are selling for as much as I certainly wouldn't pay that much.
